On 11 th to 13th August, 2010Venue: Pondicherry University, Pondicherry, India Prof. J. B. Babalola Dr. P. Muthaiyan Conference Co-Director Conference Director 2 HIGHER EDUCATION AND SUSTAINABLE DEVELOPMENT IN EMERGING ECONOMIES P ONDICHERRY UNIVERSITY:The Pondicherry University was established in 1985 by the Government of India through an Act of Parliament. It is outstanding among the Central Universities in India, with teaching and research as primary functions. The University has several unique features such as dissemination and promotion of knowledge by providing instructional and research facilities. The campus is located in salubrious and sprawling areas spread over seven hundred and eighty acres of land, facing the Bay of Bengal. The University is a member of the Association of Commonwealth Universities and has signed MOU with several foreign Universities and Institutions. A recent survey report by the UGC (University Grants Commission) and the NAAC (National Accreditation and Assessment Council) ranked the institution as one of the best in the country. D EPARTMENT OF ECONOMICS:The Department of Economics offers M.A., M.Phil. and Ph.D. Programmes with a total placement focus. Continuous research activities are also going on in the department in the related areas. Every year the Department is producing several rank holders at both PG and M.Phil level. Besides every year the Department is conducting national level seminars and conferences in the economics related areas and also invites experts in the related field to participate in the panel discussion. Further, every year about 40 students are selected and join the Three Months Free Practical Training Program in the Planning and Research Department, Pondicherry to prepare Plan Documents, as Thrust Area. One Year Post Graduate Diploma in Planning and Evaluation has launched from this year onwards to cater for the needs of the students to enter into job markets. The department of Economics is a constituent of the School of Management. The School of Management, Pondicherry University is one of the 3 popular Schools of Excellence in the campus primarily focusing in the business related courses, since the very inception of this University. H ERPNET:The Higher Education Research and Policy Network (HERPNET) is an initiative of the Association of African Universities (AAU). It was founded following a research meeting at Human Science Research Council (HSRC), Pretoria in 2000. Since then, the Network has been making efforts to launch itself out, especially in Nigeria. The ultimate is to extend the membership to other African countries. HERPNET shares the vision of the Association of African Universities that universities should generate and disseminate knowledge and understanding, foster the values of openness and respect for merit, and enrich the general quality of the social life of their communities through the promotion of research and free enquiry, the open contestation of ideas and through appreciation and tolerance of difference. It further shares the idea that universities must give priority to effective and positive participation in the global creation, exchange and application of knowledge through a maximum exploitation of the potential of the information and communication revolution. To this end, HERPNET is committed to finding scientific solutions to various problems facing higher education (private/public, university/non-university). We are also dedicated to creation, preservation, propagation, and promotion of scientific knowledge that would help in transforming institutions of higher education to internationally recognized ones in a knowledge society. HERPNET’s major goal is to influence policies on higher education along directions suggested by proven scientific theories and evidences of sound practices. It is believed that policy makers would generate policy problems requiring scientific investigations and information while researchers would then devote quality time to finding relevant and timely scientific information on what makes higher education tick in various parts of the world and share the information with policy makers for possible adaptation at the local level. Consequently, HERPNET in collaboration with Pondicherry University, India has identified that the issue of dwindling resources in the face of increasing responsibilities is a common challenge facing the sustainable development of higher education and research in India and Africa respectively. HERPNET is therefore, soliciting home-grown but evidence-based ideas, initiatives and strategies from 4 researchers all over India and Africa as well as from the developed countries of the world to strengthen the weakness of higher education and research in these emerging economies A BOUT THIS CONFERENCE:THE THEME :FINANCING HIGHER EDUCATION AND RESEARCH IN EMERGING ECONOMIES SUB-THEMES :1.
